Dr. Nabil Shehadeh is the founder of Oqoud Engineering Project Management, which is the first regional Claims and Disputes Management Company in UAE.
He has BSc in Civil Engineer, MSc in Construction Project Management and a PhD degree in Construction Law from Leeds University (UK). He has 2 Diplomas: one in Adjudication and one in Water Engineering.
He is a Civil Engineer by profession with more than 30 years of experience in disputes management and claims resolution in UK, Europe and GCC countries. He is specialized in delay analysis, cost quantum and contract administration.
Dr. Nabil is the first Construction Claims Specialist in Dubai Municipality, and the first registered Delay Analysis Consultant Expert in Dubai Courts. He has 20 Years’ experience in UAE and Gulf and 10 Years’ Experience in UK in Delay and Cost Claims. He acted as an Arbitrator, Mediator, and Cost Claims Consultant in many international and regional disputes. He is registered as an Arbitrator and Expert in regional arbitration centers and as an Expert Consultant in Delay Analysis in Dubai Courts. He acted as a Claims (Time and Cost) Specialist in Dubai Municipality and a Contracts and Commercial Director in RTA.
Dr. Nabil M Shehadeh

He had extensive experience as a Planning and Cost Engineer in UK including his work with Building Design Partnership (Manchester) and Severn Trent Water (Birmingham).
He lectured in the subjects of claims, construction law, delays and planning, cost management and Quantum Analysis, and arbitration in a number of academic institutions in Middle East and UK including the American University (Sharjah), British University (Dubai), American University of Dubai, and Trent College (Nottingham).
In additional to his major MSc research in construction costs and his PhD research in Construction Delay and Cost claims he conducted a number of researches related to cost and prices in construction and design phase in a leading UK consultant. He also conducted investigations into prequalification and claims costs in Dubai Municipality. He supervised MSc students in research projects.
His experience in construction disputes claims involves working closely with clients to defend or prepare claims for Owners/Government bodies, Engineer/Consultants, and all levels of Contractors. He also has distinctive experience in development, implementation and monitoring of project management and cost and time control systems, which include schedule, cost and document control systems. His experience covers a wide range of industries including airports buildings, roads, petrochemical, water resources, semiconductor, government and environmental engineering industries.
